TR22 INCYBER Cyberterritories Developing Coordinated and Resilient Cybersecurity



The internet transcends borders, but in the face of major AI and cybersecurity challenges, can territories become strategic spaces for innovation and resilience? With the rise of cyber threats, how can we bring together local actors – businesses, municipalities, universities – to build « territorial hubs » combining digital security and economic development?

If cybersecurity ensures the continuity of essential activities, it is also a lever for the attractiveness of territories. Training and research must be at the heart of this dynamic to meet the needs of businesses and institutions. Moreover, the cooperation between the public and private sectors, already initiated through local initiatives (regional CERTs, awareness programs, ANSSI regionalization), must be strengthened to ensure effective protection of businesses, including the smallest and often vulnerable structures. What concrete actions can be taken to create these « InCyber » territories capable of pooling resources, structuring a secure and dynamic digital ecosystem, and supporting all their actors, from large enterprises to SMEs? Solidarity can already be a response at this territorial level.
