TR08 INCYBER United Nations treaty on cybercrime a step too far
On August 8, 2024, the UN Ad Hoc Committee on Cybercrime unanimously adopted the first UN treaty on cybercrime. The text, which still needs to be ratified by 40 states before coming into effect, aims to “combat cybercrime more effectively” and enhance international cooperation. However, this treaty, initiated by Russia in 2017, has already faced criticism from both “big tech” companies and digital rights advocates, who have described it as a form of “global surveillance.” While some view it as a blank check for authoritarian governments, others see it as a significant advancement in the fight against cybercrime.
What exactly is the situation? What safeguards should be added? Does this new text offer anything new compared to the Budapest Convention or the UN Convention on transnational organized crime?
