TR04 INCYBER How to master the risk of escalation

Cyberspace plays a key role in the increasing hybridization of conflicts. With it, all the usual segmentations blur. In the absence of clearly established rules of engagement and de-escalation mechanisms like those that existed during the Cold War, the multiplication of clashes in cyberspace could well lead to unprece- dented crises, especially as certain states or organizations, such as the United States or NATO, reserve the right to respond to cyberattacks targeting their critical infrastructures with conventional means. What solutions are there to manage this risk? Should the escalation thresholds be clarified? How can narratives and communication be controlled? What deconfliction mechanisms are needed?
